MetLife’s Global Risk Management organization is aligned with and embedded within businesses to appropriately manage risks arising from products, services, and business operations. The MIM Risk Management team is responsible for supporting and overseeing MetLife’s global asset management business, MetLife Investment Management (MIM). This team ensures that effective risk management is embedded in day-to-day operations and reflected in business strategies and related activities and represents MIM in enterprise risk discussions.

 

Our Dublin Office, located in the City Centre, is the Insurance Operational Headquarters for MetLife’s Europe Region, with colleagues supporting MetLife’s EMEA and Global functions.  In 2021 the office was expanded to incorporate MetLife Investment Management Europe Limited (“MIMEL”), our newest registered investment management company serving the European market.

 

The Role:

The Head of Outsourcing Oversight and Designated Person for Operational Risk management for MIMEL will report to the Head of Operational Risk. The individual will play a critical role to create and implement a program for all operational risk and outsourcing matters, and will promote, support, and advise MIMEL in identifying, monitoring, measuring, and managing operational and outsourcing risks to enable achievement of business strategy, objectives and regulatory compliance.

 

Key Responsibilities:

  • Coordinate, manage and facilitate MIMEL’s Non-Financial Risk Assessments (NFRAs).  Ensure risk and control self-assessments are completed by the relevant risk owners on a timely basis.  Review and agree on resolution of ineffective operational controls with risk owners.  Share results and updates with MIMEL’s internal senior stakeholders.
  • Facilitate emerging operational risk identification and assessment.
  • Complete and maintain the outsourcing register.  Ensure the outsourcing register is saved centrally and accessible to relevant MIMEL stakeholders.  Advise MIMEL’s senior internal stakeholders on any material issues. 
  • Document and maintain standard level agreements (SLAs) for every outsourcing service provider.  Determine performance indicators for key risk indicators as well as escalation and resolution procedures.
  • Annual review of all outsourcing agreements including SLAs.  Ensure updates are agreed and signed off appropriately. 
  • End-to-end planning and execution of initial and ongoing on-site due diligence, commensurate with the risk of outsourced activity.  Ensure the method for undertaking the diligence includes due diligence procedure, sample testing and walkthroughs.  Compile due diligence report and report findings, issues, or observations, and the progress of resolution to MIMEL’s senior internal stakeholders. 
  • Organize meetings and drive agendas for periodic update calls with outsourcing service providers.  Ensure issues/errors are reflected in the key performance indicators. Challenge at the earliest opportunity the root cause of issues/errors and follow the implementation of preventative measures to resolution.  Report to MIMEL’s internal senior stakeholders when qualitative and quantitative KPIs fall below agreed thresholds including resolution and target dates.
  • Assist and collaborate with other on-site audits related to the governance and oversight of outsourced activities and operational risk regulatory obligations and take ownership for the execution of the regulatory obligation as assigned.
  • Work closely with MIM Risk’s global Head of Operational Risk Management, other members of the MIM Risk team, business partners at MIMEL, other risk assurance functions (e.g. Compliance, Internal Audit, etc.), and Enterprise Operational Risk leaders to ensure understanding and effective implementation of the framework; gain a comprehensive understanding of the operational risk profile of MIMEL; and compare and align implementation of the risk management framework across the enterprise. 
  • Engage with MIMEL senior leadership, MIMEL’s Board members, regulatory entities and prospective/existing clients representing MIM Operational Risk Management.
  • Provide operational risk coverage for MIMEL’s investment management affiliates (e.g. London based MetLife Investment Management Ltd).

Essential Business Experience and Technical Skills:

 

Required:

  • Relevant experience gained with a CBI authorised financial services provider.
  • Prior approval as Designated Person
  • Able to apply business acumen to interpretation of regulations
  • Understanding of fixed income, real estate, and alternative investment products and supporting processes.
  • Ability to coordinate, lead and influence across organizational, geographic, and functional boundaries working closely with senior leadership of MIMEL and MIM Risk.
  • Strong analytical skills, critical-thinking and business judgment.
  • A track record of setting and achieving aggressive goals and continuously driving improved performance.
  • Experience as a change management leader.
  • Proven ability to inspire commitment and high performance from teams to achieve business objectives through clear communication of the company’s vision and flexing leadership styles. 
  • Excellent written and verbal communication skills.
  • Strong competency in Excel, PowerPoint, and other quantitative and story-telling platforms used for executive presentations.
  • Bachelor’s degree.

 

Preferred:

  • Experience working with colleagues in different countries
  • Understanding of institutional investment management, including products, and supporting processes, investment guidelines and process, and other industry aspects
