Role Value Proposition:

The role of Director, PMO Workforce Planning will be responsible for forecasting and planning changes in our global staff (FTE/Consultant and Onshore/Offshore) needed to support Global Technology and Digital Office. This role will:

  • Coordinate with Senior Management regularly in order to understand current and future capabilities/needs

  • Own the Strategic Resource, Talent and Capability Development Model

  • Develop and maintain measures for organizational performance

  • Oversee and coordinate activities related to domestic location strategy programs

  • Manage approval process for recruiting, travel and conferences

  • Advise on and significant international location strategy programs

  • Manage staff space requirements and planning for key strategic locations

 

This role will provide strategic direction to all Global Technology and Digital Office teams in terms of employee and consultant workforce planning. Including but not limited to flex and surge models, capability gap analyses, global workforce trends, and translate into actionable programs.

This role will partner with Human Resources, Recruiting, MetLife Technical University, Enterprise Program Management and Learning and Development Teams.

Responsible for planning approximately 3000 FTEs and 2000 consultants, across 20 departments. Maintain relationships with Department Leaders and Workforce Managers.

 

Key Responsibilities:

  • Provide expert level workforce planning consultation to assist in achieving measurable improvements in their organizational performance.

  • Develop workforce plans that capture and compare “as-is” staffing levels with projected future state

  • Conduct industry research to identify internal and external variables that could potentially affect the global workforce.

  • Create sourcing strategies for FTE, Contractor, Professional Service and Offshore resources.

  • Partner with offshore providers on resource planning and effectiveness measures.

  • Function as primary point of contact and build effective relationships with Leadership teams across the division.

  • Steward the execution of the workforce planning throughout Global Technology and Digital Office.

  • Create and drive the workforce planning process to ensure alignment with Enterprise strategic and financial plans.

  • Define, model and monitor the cost of the workforce, workforce demographics, and current and future workforce analytics in partnership with HR Workforce Analytics.

  • Continuously scan the environment for relevant inputs and implications to the Workforce plan, such as demographics and labor market trends.

  • Define specific action plans to achieve the workforce plan, including talent acquisition, development, hiring, re-skilling, redeployment and reduction planning.

  • Track and report on planned versus actual workforce metrics and develop internal control procedures where required.

  • Oversee the evolution of the workforce processes and systems, including system definition with HR IT, continuous streamlining of planning processes at IT LOB level and ongoing partnering with finance and strategy/planning to align processes for planning, goal setting and metrics.

     

    Essential Business Experience and Technical Skills:

  • Project team construction and effectiveness measures.

  • Strategic human capital consulting.

  • Enterprise resource planning.

  • Data analysis and decision support tools.

  • Workforce optimization and Workforce supply and demand analysis.

  • PPM demand forecasting/resource planning tools and reports.

  • Working knowledge of technology skill sets and software development methodologies.

  • Excellent oral and written communication skills.

  • Demonstrated ability to structure, perform and apply complex economic analysis to real world situations.

  • Designed and rolled out metrics dashboards to continuously monitor and report on operational activities and trends.

  • Demonstrated analytical skills in a quantitatively intense environment such as economic planning or strategic consulting.

  • Skilled at navigating a complex global matrix organization, forging relationships, and managing through influence rather than direct authority.

     

    Required:

  • Ten+ years’ experience in Workforce Planning, HR or relevant Management Consulting and five+ years’ of IT related management experience

  • Excellent relationship management skills

  • Strong people management skills

  • Change agent

  • Strong active listening and facilitation skills
